The 23 District Project (23区計画, 23-ku Keikaku) is a secret project that the organization and the government of Japan created to find the right leader to lead Japan to a new generation. The Project pick one Banchou in each 23 district of Tokyo to fight each other to gain their territory. Initially created by Homura Kongou, the plan is carried away by Takeshi Kongou.
The project was carried out in each prefecture of Japan, with the winner joining the Dark Student Council. The Tokyo district project was cancelled after Akira Kongou took control of almost all Tokyo districts and created the Banchou Alliance, forcing the Dark Student Council to carry out the Damocles Project.

There are about 23 Banchou who entered the Project. If a member of the District was defeated they are out of the project.
