The Dark Student Council (暗黒生徒会, Ankoku Seitokai) is a group of Banchous that have already won their respective district war in the different sections of Japan and are the ones that are supposed to lead Japan when the District Project is completed. They are highly reconizible because they wear white banchou uniforms instead of the normal black ones. They are proceeding with the Damocles Project (destruction and rebirth of Japan) which is the next step of the district wars even after the Tokyo district project was cancelled.

There are 46 members of the Dark Student Council and each one was victors of the battle royale that has been held in the remaining 46 prefectures all over Japan excluding Tokyo.
